The majority of funding for case management and prevention programs has come from the federal Ryan White CARE (Comprehensive AIDS Resources Emergency) Act of 1990. Federal funding and state funding for HIV/AIDS programs is changing rapidly due to the evolving needs of our clients and legislative mandates in Washington, DC.
